Treasure Valley New Home Intel: As of October 27, 2026
This week's buyer's briefing leads with the Wagers Acres grand opening in Caldwell, where the builder's own page still says 'coming soon' while homes are already listed, and with the final week of the Life Upgrade rate-and-appliance window, which closes Saturday, October 31. It also carries the first weekly decline in 30-year rates in nine weeks and a reminder that this Saturday is the last On the Block open-house day before HomeFest opens Friday, November 6. Everything below is current as of October 27, 2026.

Status note: the October Life Upgrade window has closed
This briefing was current as of October 27, 2026. The October Life Upgrade contract window it counted down has since closed (the deadline was Saturday, October 31), so that offer is now archived. The holiday promotion that replaced it, up to $50K in bonus savings tied to HomeFest, which opens Friday, November 6, is covered in the November 3 briefing, linked below.
What changed this week in Treasure Valley new construction
This is the October 27 edition of the weekly buyer's briefing on Treasure Valley new construction: new CBH community openings, communities shifting from coming-soon to selling, price and incentive changes, and market trends worth knowing. Everything below is current as of October 27, 2026 and drawn from the builder's own homepage, community pages, and promotion pages plus this week's published market reporting, and any of it can change again within days.
This week's headline moves: Caldwell gains a fresh community as CBH promotes the Wagers Acres grand opening, and the same label-vs-reality split that surfaced at Arrowrock Farms last week is repeating there, with a 'coming soon!' banner on the builder's own page while homes are already listed for sale. The Life Upgrade financing window, the builder's buydown plus appliances offer, closes at the end of this month. And after nine weeks of climbing, Freddie Mac's latest survey finally gave 30-year rates a weekly decline, to 7.32%.
Wagers Acres: Caldwell's newest community opens its calendar
CBH's promotions page is currently inviting buyers to the Wagers Acres grand opening in Caldwell, the builder's brand-new community on the north side of town (ZIP 83605). The community page pitches 'up to $30K YOUR WAY' toward your purchase, with a new refrigerator, washer, and dryer included, and the featured floor-plan spotlight lands on the Selkirk and the Vallejo 2700, a five-bedroom, two-and-a-half-bath plan around 2,700 square feet.
Here is where the Arrowrock Farms lesson repeats. CBH's own Wagers Acres page still carries a coming-soon banner with 'New homes coming soon!' copy, while third-party sites and the local MLS already show homes in the community, with early Wagers Acres listings in the roughly $399,990 to $409,990 range for four-bedroom plans as of this briefing. The banner is simply older than the inventory, which is common when a builder opens a community or a new phase late in the year.
Labels are a starting point, never a verdict. If Wagers Acres or any Caldwell community is on your list, ask for the current price sheet, lot list, and release calendar before you make the drive: the builder's page is the final word on what is officially released, and the MLS shows what is actually shoppable today.
Last call: the Life Upgrade window ends Saturday
CBH's October Life Upgrade, the financing offer tied to a 2/1 temporary buydown and free appliances, requires contracts dated between October 1 and October 31, 2026, which makes this the final week to use it on a new contract. As published on the builder's page, it pairs a year-one rate around 4.25% on FHA and VA loans (APR around 7.05%) with a Whirlpool appliance package on move-in-ready homes, and in many cases it is only available through the builder's preferred lender.
Before Saturday's deadline, check two things: how the payment steps up in years two and three, and whether the whole package beats what your own lender can piece together for the same purchase. Have both run the numbers side by side, and keep your own preapproval current either way. The deadline is a calendar fact; whether the deal is right for you is a math question.
Rates post their first weekly decline in nine weeks
Freddie Mac's Primary Mortgage Market Survey put the 30-year fixed at 7.32% for the week ending October 22, down eight basis points from the 7.40% where it had held for two straight weeks. It is the first weekly decline in nine weeks, and it comes after this cycle's highest readings, which ran from 7.28% on October 1 up to 7.40% by mid-month.
Daily rate trackers pointed lower again as this briefing went together, with 30-year quotes in the 7.20s entering the week of October 26, still far above the cycle's February low near 5.90% and below the 52-week high of 7.46% recorded on October 5. Treat it as a small exhale, not a new trend: a quarter-point of market-rate relief matters less right now than the buydowns and incentives builders are offering on new contracts, which is why the Life Upgrade deadline matters this week.
This Saturday before HomeFest, and the market's seasonal turn
On the Block, CBH's Saturday open-house block-party circuit, runs 1 to 4 PM on Saturdays, and this Saturday, October 31 is the last one before HomeFest opens Friday, November 6. The builder's On the Block page was spotlighting Peregrine Estates in Nampa as of this briefing, with model homes at 15316 and 15338 Patriot Avenue, so that is the community to check first for a confirmed host; CBH posts each week's full rotation at cbhhomes.com/on-the-block/, and that page is the final word on who hosts what on Halloween weekend.
Then the calendar flips to the busiest touring window of the year: HomeFest runs Fridays and Saturdays from November 6 through December 12, with 15 furnished model homes across Topaz Ranch West in Caldwell, Southridge and Centerville in Meridian, and Jack's Place in Nampa, plus the 12 Days of Giveaways the builder began promoting this month. If you tour any model during HomeFest, register as a represented buyer on your first visit, before you walk in, so your side of the transaction is protected.
The market side is easing into its seasonal rhythm. The freshest weekly report available as of this briefing, House of Palmer's Treasure Valley update for October 12 through 18, shows new listings and completed sales both stepping down week over week in Ada and Canyon counties, with Canyon County posting about 102 new listings (down roughly 24%) and about 95 sales (down roughly 19%). That is a normal seasonal slowdown, not a crash, and full-October medians will not publish until November.
Why this week matters for your side of the deal
Put the pieces together and the next five days are deceptively busy: a grand opening in Caldwell, an incentive deadline on Saturday, the last open-house Saturday before HomeFest, and the first rate relief in two months. Communities keep releasing lots and price sheets anyway, and the buyers who win this stretch are the ones who were already pre-approved and registered. If Wagers Acres, Peregrine Estates, or any Caldwell or Nampa community is on your shortlist, this is a good week to see it with current numbers in hand.
We're Paul Knighton, Principal Broker (Oregon) / Associate Broker (Idaho), and Michelle Wilson, Sales Associate, independent agents at MORE Realty, and we represent buyers only. Neither of us is employed by or affiliated with CBH Homes; we represent buyers. In most cases the builder pays the buyer's agent commission, and registering before your first model tour is what protects your representation. Call (208) 369-7447 or send a message, and we will pull the current inventory, price sheet, and incentive picture for any community before you make the drive.
