Treasure Valley New Home Intel: As of November 3, 2026

This week's buyer's briefing leads with Radiance, CBH Homes' largest-ever project, a proposed 1,200-acre master plan of more than 6,800 homes near Micron in southeast Ada County that is still in early planning with no sales open yet. It also closes the book on the October Life Upgrade (deadline was Saturday, October 31), flags the holiday promotion replacing it, up to $50K in bonus savings tied to HomeFest, which opens Friday, November 6, and updates the 30-year rate to 7.24%. Everything below is current as of November 3, 2026.

A crisp early-November afternoon on a new-construction street in Idaho's Treasure Valley: craftsman and farmhouse homes with warm porch lights and autumn decor, golden trees, a for-sale sign in one yard, and snow-dusted Boise Foothills on the horizon

What changed this week in Treasure Valley new construction

This is the November 3 edition of the weekly buyer's briefing on Treasure Valley new construction: new community news, price and incentive changes, and the market figures worth knowing. Everything below is current as of November 3, 2026 and drawn from the builder's own homepage, community pages, and promotion pages, the plans reported this fall by BoiseDev and other local outlets, and the latest published mortgage-rate and market data. Any of it can change again within days, so the linked live pages are the final word.

If you are catching up from last week's briefing, three things have moved. The October Life Upgrade contract window closed Saturday, October 31, so that offer is now archived. The On the Block open-house Saturdays that filled October have wrapped ahead of HomeFest. And the 30-year rate has eased again, to 7.24% for the week ending October 29. The bigger news is a long-horizon story: CBH Homes put its largest-ever development on the public map.

Radiance: CBH's largest-ever master plan starts to take shape

On October 5, CBH Homes held a neighborhood meeting in Boise for Radiance, a proposed master-planned community of roughly 1,200 acres just across I-84 from Micron's expanding campus in southeast Ada County. As reported by BoiseDev, the plan calls for more than 6,800 total homes: about 3,782 single-family homes and 3,050 apartments, spanning estate lots, starter homes, townhomes, and planned assisted-living and retirement communities. That would make Radiance CBH's largest project ever, larger than the whole Harris Ranch neighborhood.

Here is what matters for buyers right now: Radiance is still in early planning. The land sits in unincorporated Ada County, not inside Boise's area of impact, so annexation or an impact-area agreement would be needed before Boise directs the development. No formal development application has been approved and no construction or sales timeline has been announced. An earlier pre-application meeting, reported in November 2025 under the working name East Hollow, covered the same site. Treat Radiance as a long-horizon story, not something you can buy into this year, and keep your search focused on the communities that are selling today.

The Life Upgrade window is closed; the holiday bonus offer is in

Last week's briefing flagged the final days of the October Life Upgrade, the 2/1 temporary buydown with free appliances that required a contract dated between October 1 and October 31. That window has now closed. If you had been building a decision around it, the comparison shopping you did is not wasted: it gives you a baseline for whatever the lender offers next.

The holiday offer has taken its place. CBH's homepage is now leading with 'Miss It & Miss Out,' up to $50,000 in bonus savings on a qualifying new home, usable toward closing costs, a rate buydown, appliances, window coverings, and more, with qualifying homes also including a free refrigerator, washer, dryer, and a Traeger Pro 22 grill and smoker. The builder's advertised payments start in the $1,400s per month. The fine print matters, as it always does: availability varies by community and home, some incentives cannot be combined, and the appliance package is the bonus rather than part of the purchase price. Have your own lender price the same home with and without the bonus before you commit.

HomeFest opens this Friday

HomeFest, CBH's holiday homebuying event, opens Friday, November 6, and runs through Saturday, December 12. Fifteen furnished model homes are participating across four communities: Southridge and Centerville in Meridian, Topaz Ranch West in Caldwell, and Jack's Place in Nampa. Fridays run 4 to 7 p.m. with holiday photos, live music, and giveaways, and the builder's 12 Days of Giveaways runs alongside the event.

This is the biggest touring window of the year, and it is worth going in prepared. Walk the models to narrow down floor plans and finish choices, but get your financing and your agent registration squared away before the first tour. On a new build, registering before your first visit is what protects your representation, and in most cases it costs you nothing because the builder pays the buyer's agent commission.

Rates ease again, and the latest market snapshot

On rates, the Freddie Mac Primary Mortgage Market Survey for the week ending October 29 put the 30-year fixed at 7.24%, down from 7.32% the week before, a second straight weekly decline after nine weeks of climbing. The next survey lands November 5. Keep watching the buydowns builders attach to new contracts: with rates still above 7%, the temporary buydown, rather than the headline rate alone, is doing much of the work on monthly payments.

On the resale side, the latest published Treasure Valley weekly market report, from House of Palmer covering October 19 through 25, shows Ada County firming: 184 closed sales, up 16% week over week, and 218 pending sales, up 13%, with a median sold price of $540,000 and about 2,368 active listings. Canyon County was quieter for the week. The October 26 through November 1 edition had not posted when this briefing went together, so expect a fresher picture within days.

What's being built across the valley: permits and plans

Beyond Radiance, the development map keeps expanding. In northwest Meridian, the city council approved the annexation and preliminary plat for Westveil in July, the first roughly 200-acre neighborhood within The Fields, a 480-acre master plan on the Meridian-Nampa border. Westveil plans about 900 homes, single-family and townhome, in seven phases over roughly seven years, with a community park and pool planned; home construction there has not started yet.

In Caldwell, the city council approved Verbena Ranch, a Toll Brothers subdivision of about 282 acres with more than 1,000 units, on its second vote. And a BoiseDev series this fall tracks plans for 10,000 or more homes to the east of the valley, spanning Mayfield, Palm Estates, Radiance, Ada, and Peregrine. On the infill side, Boise reported that its second year under the new zoning code produced approvals for 1,962 housing units plus more than 1.5 million square feet of construction. None of this changes what you can buy today, but it explains the shape of the market you are buying into and where the next few years of new construction are headed.

Why this week matters for your side of the deal

Put the pieces together: the offer that defined October is closed and replaced by a bigger headline number tied to HomeFest, the largest touring window of the year opens Friday, and the rate has ticked down twice in a row. That is a strong moment to be ready, because communities keep releasing inventory and price sheets anyway. The buyers who win this stretch are the ones who are pre-approved and registered before they tour.
